"I was, 'Oh my God, who should I call?' " she said.
Finster contacted the police, animal services and the newspaper. And she learned that the bird has been living like that for at least a year, and that local animal control officials could do nothing because the bird is federally protected, doesn't seem to be suffering, and isn't endangering anyone.
State wildlife officials have said "we can't apprehend it because we're unlicensed to do it," said Dr. John Lauby, director of Cumberland County's animal services department. "And they don't want to respond to it because the goose is eating and drinking."
That reasoning doesn't fly with Finster, a Fort Bragg resident with a soft spot for animals. "I don't care if it's not hurting it right now," she said. "It shouldn't have to live with this arrow in it."

But it hasn't stopped the goose, which flies around with its flock and has been seen in other parts of the city, Lauby said. It only recently showed back up at the runoff pond by the Walmart on Skibo Road.
"He was here last year," said Sandra Dockery, who works at North Face Outlet the neighboring Waffle House. "It's sad that someone would do that."
It's also illegal to hurt a Canada goose or to kill one without a special federal permit.
"Somebody was trying to get rid of the geese on their property without making noise," guessed Freddie Mims of Mims Wildlife Damage Control. "Or it might have been kids being mean."
Finster also called Mims on Sunday night and North Face Canada he went to the runoff pond in search of the goose with the arrow. But it had flown away. He came up dry in a return visit Monday morning.
